BLUF-The Western Financial and Permanent State Cabal
This paper takes a counter-narrative position that the Trump administration should pursue a parallel path as Putin and bankrupt the Western financial and permanent state cabal that is trying to censor, defund, bankrupt, eliminate, and assassinate all populist politicians and their supporters in North America and Europe. It concludes that Donald Trump should develop a parallel set of analytical institutions since the formal institutions are overly compromised.
The Wolfowitz Grand Strategy
The Wolfowitz geostrategic plan to encircle, economically strangle, and disintegrate the Russian Federation has backfired magnanimously over the past three decades. Vladimir Putin is in a position to bankrupt the Western financial and permanent state cabal instead.
This is the same cabal that has weaponized all nine institutional domains and all levels to censor, lawfare, jail, defund, bankrupt, and assassinate all populist politicians and their supporters to stay in power in North America and Europe. Trump should devise a way to parallel Putin’s intent to bankrupt the cabal that is trying to regime change both of them.
The method of doing so rests in the ability to explicate the actual Sea Power versus Land Power Grand Strategies that are at the heart of the Wolfowitz iteration of the never-ending “Great Game” between the City of London that evolved into the “strategies of containment.”
Benjamin below’s book titled How the West Brought War to Ukraine (2022) is far from the only book, documentary, or video on the topic, but anyone who voices these chronological facts supporting this sentiment is defunded and overwhelmed by the cable news television news that repeats the Bill Kristol, Robert Kagan, Frederick Kagan, Kimberley Kagan and John Bolton narrative that “Russia’s invasion of Ukraine was unjustified, unprovoked and illegal and was done for the purpose of restoring the Soviet Empire” by recapturing the former Warsaw Pact countries.” (Frederick Kagan’s interview with Jordan Peterson, 02/28/2022)
This narrative is completely false for the reasons expressed below.
Problem Statement #1
The combination of the transformation of the West into a single-party socialist state and the Wolfowitz Doctrine to encircle, economically strangle, and disintegrate Russia into multiple tiny oblasts has been a $30 trillion disaster for the US alone and is bankrupting The United Kingdom, France, and Germany at a record pace. Spain, Portugal, Italy, and Greece have enormous debt-to-GDP ratios as well. LNG is too expensive and energy costs are deindustrializing German Industry. Now all Putin has to do is nothing but sit back and watch the European economies collapse.
The Wolfowitz regime-change nation-building strategy has failed in all theatres: 1) Ukraine is a sunk cost fallacy that the Western financial and permanent state cabal does not want anyone to realize or expose, 2) the Shia areas of Iraq were stabilized and controlled by Iran, 3) Libya is permanently destabilized, 4) the Sunni Pashtun Taliban took control of Afghanistan, 5) Syria is controlled by HTS, 6) the regime-change nation-building strategy of GWOT failed across the region prompting the Cabal to return to the regime-change destabilization strategy of Zbigniew Brzezinski and Stansfield Turner’s Operation Cyclone across the Eurasian rimland area, 7) all the leaders in the region realize that the Western cabal is behind this, it is only the Western media who is misled who in turn misled the Western public.
Problem Statement #2
As Kahneman and Tversky explained in “Prospect Theory, Analysis of Decisions Under Risk,” Econometrica (1979) explains why people tend to make high-risk bets when they are hopelessly in debt and desperate to catch up. Europe is in that position now and desperately needs the commodities in Eastern Ukraine and the Caspian Sea area to collateralize their immense debt-to-GDP ratios.
They will say and do anything to perpetuate the war in Ukraine in the hope of taking over the commodities in the Donbas, and since that is not enough to collateralize their debt, and Russia did not disintegrate as hoped for, the cabal now desperately needs the US to bomb Iran to access the commodities in Central Asia.
The IC has already organized the Baluch, Azeri, and Kurdish separatists to overthrow the Iranian theocracy. They need a large-scale airpower battlefield shaping operation to decimate the IRGC and begin the process. Putin and Xi realize the underlying motives and are supporting Iran with C3I/ISR/IADs/SAMs. The operation will not go as easily as planned.
Putin and Xi’s Overland Logistical Supply Route Hierarchy Assessment
Putin and Xi know the Atlanticist (Sea Power) versus Eurasianist (Land Power) Grand Strategies very well and have formed an overland logistical supply route strategy over the last decade to counter the Western Financial and Permanent State Cabal. The US-backed Euromaidan color revolution in 2014 was a breaking point.
Putin and Xi have formulated their Land Power strategy against the Western financial and permanent state cabal and are not the least bit interested in any type of ceasefire. Putin is now in a position to bankrupt the Western financial and permanent state cabal that has been trying to encircle, economically strangle, bankrupt, regime-change, and disintegrate Russia. Putin will stay the course in Ukraine because he is fighting a defensive war to protect his Black Sea Fleet in Crimea and the only warm water port in Rostov-on-Don.
Putin knows that the neoconservative cabal trained, equipped, and deployed the Stepan Bandera partisans to terrorize the Orthodox Russian-speaking population in the Azov Sea region and to take over Russia’s vital ports. As long as the West keeps placing Ukrainian men under Russian artillery fire there is no reason for Putin to change course.
Problem Statement #3
Putin is trying to bankrupt the very same Western financial and permanent state cabal that has been trying to regime-change him, but one should also realize that this is the same cabal that is trying to censor, bankrupt, lawfare, and assassinate all populist politicians and their supporters in North America, the UK, and Western Europe, not just Donald Trump. This leads to a series of questions.
Why was Kellogg’s plan based on the false cover-for-action narrative rather than the actual Sea Power versus Land Power Grand Strategies?
Why didn’t Kellogg realize that the Wolfowitz plan was a) the actual US foreign policy since the Cold War ended and b) why didn’t Kellogg realize that it had backfired so severely?
Why didn’t Kellogg know that Putin and Xi were going to follow through with their plan to bankrupt the Western financial and permanent state cabal since the Wolfowitz plan had backfired?
The Kellogg ceasefire plan ultimately saves the Western financial and permanent state cabal that is trying to eliminate Donald Trump by whatever means necessary, so why did Keith Kellogg pursue this?
Why was Kellogg allowed to pursue this?
Does Kellogg understand why the Western financial and permanent state cabal is out to disintegrate the Russian Federation and eliminate all populists in North America and Europe?
If Putin is trying to bankrupt the same Western financial and permanent state cabal then why didn’t Kellogg devise a plan to bankrupt a common enemy that is trying to transform America and Europe into a single-party socialist state and is engineering the “strange death of Europe” and “the strange death of America?”
Did Keith Kellogg and his staff think anything through over the past eight years?
The Wolfowitz strategy of the Western Financial and Permanent State Cabal
The underlying purpose of moving the EU and NATO Eastward in Europe and moving the US into the ME/NA/CA was about 1) the geoeconomic motive of taking over as many energy, mineral, and agricultural commodities-rich areas as possible, 2) the geostrategic motive of taking over the maritime, riverine, ports and terrestrial land bridge logistical supply route chokepoints as possible, 3) to send as much of the commodities as possible to Western-owned industrial facilities to direct as much profit as possible to the Western banking centers, to 4) extending the super-power-colonial-vassal state hierarchy as far into Eurasia as possible.
Spreading Democracy and human rights has always been a false cover-for-action narrative to further the “Rimland strategies of containment” that were accelerated after World War Two. The prime example was Paul Wolfowitz’s appointment to the Suharto government in Indonesia and Madeleine Albright’s support of that government. There has never been a dictator in an energy and mineral-rich coastal rimland area and strategic maritime chokepoint that the US didn’t support. The summom bonum was never “Democracy and Human Rights” it was always the Sea Power versus Land Power Strategy.
The express purpose of the Wolfowitz plan was to disintegrate Russia into multiple tiny oblasts because the method of expanding the superpower-colonial major power-vassal state hierarchy is to always add more vassal states.
Operationally this means: 1) the Wolfowitz plan did not want Russia to pursue a petroleum-based export-led growth-funded import substitution industrial and economic modernization plan to become a major power again, where 2) Russia in combination with the Central Asian ‘stans can feed China with an immense amount of energy, mineral and agricultural commodities to turn it into an autarkic superpower that would lead to 3) a vibrant Eurasian Economic Union that can 4) merge with ASEAN to the South, and 5) could absorb any “neutral” Eastern European countries to the West and 6) evolve into the Mackinder and Spykman nightmare of a Land Power Eurasian super trading bloc that would rival the Sea Power US/UK/Five Eyes/EU/NATO trading bloc and military alliance.
For this series of reasons, the Western financial and permanent state cabal adopted the Wolfowitz plan and disregarded: a) bringing Russia into the EU as a whole country that would rival British and France powers in Europe, b) the Intermarium-Three Seas Initiative to make a militarily neutral trading bloc of the former Warsaw Pact and Yugoslavian countries in Central and Eastern Europe because the Western financial cabal only absorbs vassal states, it prevents rival trading blocs from forming, instead the cabal shoes option c) to more the EU and NATO Eastward to use the EU tariff and nontariff trade barriers to strangle Russian trade in an attempt to disintegrate the Russian Federation with the end goal of d) attaining a Eurasian World Order run by London, Paris and Berlin.

The Current Project
The theme of the current series of papers is to explain why Kellogg and the television generals cannot differentiate between the cover-for-action talking points and the actual Sea Power versus Land Power Grand Strategies that expose the false cover-for-action talking points as being fake news.
The “Seven P Plan of the Left to Transform America into the Single-Party Socialist State” series of papers explained “how” and “why” the Western University system abandoned the scientific project and discarded the accurate behavioral pattern recognition frameworks since the 1980s. The significance is that the University graduates of the 1980s have been in positions of power in the SES/SIS classes of government and are educated in false theories of human nature.
They in turn have been steadily weeding out competent analysts in favor of script readers for decades. Rachel Maddow makes $25 million per year. General Jack Keane repeats the same false cover-for-action narrative that the Kellogg plan was based on. Where does Jack Keane get his script from? The Institute for the Study of War, began by Robert Kagan and Bill Kristol, who founded the Project for a New American Century with Paul Wolfowitz and John Bolton.
PNAC and ISW promote the Wolfowitz Doctrine, they don’t teach the Sea Power versus Land Power Grand Strategies. The consequence is that the entire Fox News and Newsmax cast repeat the false narrative that Russia’s invasion was “unprovoked, unjustified, and illegal” despite the mountain of evidence to the contrary. The people who discuss the Sea Power versus Land Power Grand Strategies that explain why Russia was provoked are immediately removed from cable news, DC think tanks, and intelligence analyst positions and censored.
The result is that Putin and Lavrov have given up on talking to the West and are determined to bankrupt the Western Financial and Deep State cabal who are trying to bankrupt and disintegrate them. They view Donald Trump as a short-timer so their strategies are based on countering the Western financial and permanent state cabal.

The Four Levels of Warfare and Nine Fundamental Unrestricted Warfare Domains
In this context, there are four levels of warfare: 1) the Global Grand Strategic operated by the Western Financiers and Permanent State Actors who direct the “Institutional Levels” which are: 2) the Regional Strategic-Theatre Strategic, 3) the Operational Level, and 4) the Tactical Level.
The four level warfare hierarchy exist in all nine fundamental unrestricted warfare domains listed: 1) financial capital centers of the global power hierarchy who finance the other domains; 2) the global and domestic business world hierarchy; which 3) fund selected graduate schools in the Western University system; to support 4) a hierarchy of global research foundations, think tanks and non-governmental organizations; which form the narrative to guide 5) a global and domestic mass media and communications hierarchy; which interact with the governmental institutional domains of: 6) the intelligence community entities that deal with global geoeconomic and geostrategic issues and continually engage in training, equipping, professionalizing, and interoperating with host nation counterparts; 7) the federal military departments that deal with global geoeconomic and geostrategic issues and continually engage in training, equipping, professionalizing, and interoperating with host nation counterparts; 8) the civilian federal law enforcement agencies that deal primarily with domestic issues but continually engage in training, equipping, professionalizing, and interoperating with host nation counterparts; 9) the civilian federal government bureaucracies that deal with domestic issues primarily but continually engage in training, equipping, professionalizing, and interoperating with host nation counterparts also.
Other theorists may construct the list differently, but this model is effective in explaining how the hierarchy of the world’s “one-percenters” hires a stable of political, economic, and geopolitical analysts that comprise the Grand Strategic Level of Warfare that a) interacts in all nine of the unrestricted warfare domains since the evolution of the early European entrepots that gave rise to the Dutch East India Company in 1602, and b) directs the regional strategic, operational and tactical level hierarchy also.
They use The Sea Power versus Land Power Grand Strategies to direct the Western governments to take courses of action based on the false cover-for-action narrative so they can socialize the costs and privatize the profits. And the cable television generals repeat the narrative every night without reflection or circumspection.
In conclusion, an alternative set of institutions needs to be developed. I have dozens of slide sets on the Unified Behavioral Theory of the Philosophical and Social Sciences which works in conjunction with the “Seven P Plan of the Left” series of papers and argues that the entire philosophical and social sciences can be expressed in a dual independent variable Cartesian-style model. I also have several very long slide sets to explain the Sea Power versus Land Power Strategies required to train analysts. The US Department of Education has spent $80 billion per year since its inception to accelerate the Seven P Plan of the Left, it would be nice if the Trump administration could do something to reverse it.
